Aigen, Boca Raton Housing Authority The Boca Raton Housing Authority of ­­Boca Raton, Florida will accept competitive sealed proposals for a consulting firm to conduct an energy audits for Dixie Manor, 95 public housing units, located at 1350 N. Dixie Highway, Boca Raton, FL 33432. The energy audit will be conducted in accordance with 24 CFR Part 965, Subpart C, Energy Audits and Energy Conservation Measures, HUD Rehabilitation Energy Guidelines for One-to-Four Family Dwellings, HUD Rehabilitation Energy Guidelines for Multi-Family Dwellings, and HUD Energy Conservation for Housing – A workbook of 1998. Respondents shall submit three bound copies of their proposal to the address below via United States Postal Service, courier or overnight delivery. Proposals must be received at the Administrative Office of the Authority by 4:00 p.m. on July 13, 2012, at which time the proposals received will be opened and reviewed. Introduction Arcadia Housing Authority is a public body corporate and politic duly created, organized and existing under the laws of the State of Florida, which receives the majority of its funding through federal and state grants. Annual revenues range from $500,000 to $700,000. The intent of this RFQ is to identify a financially secure banking institution that can offer the highest quality of service at the lowest overall cost to Arcadia Housing Authority. B. Services Solicited • Four commercial checking accounts for operational and payroll activities and one separate Security Deposit account, non-interest bearing. • FDIC insured investment account options to yield the highest rate of return on all funds, including those in excess of $100,000 • Provide access to funds to accommodate cleared checks • Process all deposits and checks • Process wire transfers or other electronic transfers through the banking System • Provide daily online account activity by electronic interface or other means • Provide original cancelled checks or legible copies of both sides of the check Remote Deposit C. Account Activity Monthly estimates for bank transaction activity: Other deposits; 15 deposits per month. Print about 175 checks per month and receive about 110 checks/money orders per month the checks are Agency generated stock. D. RFQ Requirements Proposers must be a qualified public depository. Proposers must adequately describe investment account options. Proposers must disclose all fees and charges associated with the banking services proposed. There is no prescribed format for the proposal. D. Evaluation Overall responsiveness to the RFQ is a major factor in the evaluation process. Chosen bank will be evaluated, scored, rated, ranked and selected based on the ability to provide requested services; experience; operational history, growth & community standing (20pts.) customer service quality; references & survey responses. (10pts.) Federal Home Loan Bank –(FHLB) Atlanta Member (10pts.) financial strength; financial portfolio, other quasi governmental (20pts.) customers. proximity of bank service locations; convenience & (20pts.) operating hours costs associated with business transaction & bank transfer; (20pts.) TOTAL POINTS MAXIMUM 100 pts. The Authority reserves the right to cancel this Request for Quotation, or to reject, in whole or in part, any and all submissions received in response to this Request for Quotation, upon its determination that such cancellation or rejection is in the best interest of the Authority. The Authority further reserves the right to waive any minor informality, or the failure of any respondent to comply therewith, if it is in the public interest to do so. The Authority will pay no compensation to any respondent for any costs related to preparation or submittal of the qualifications. The Authority will reject the proposal of any respondent who is suspended and/or debarred by HUD from providing financial services to public housing authorities, and reserves the right to reject the proposal of any respondent who has previously failed to perform any contract properly for the Authority. The determination of the criteria and process whereby submissions are evaluated and the decision as to who shall receive a contract award shall be at the sole and absolute discretion of the Authority, including Public Entity Crime Act.
