Description
The Housing Authority of the County of Miami Beach has an opening for a Quality Control Specialist for its Section 8 Housing Choice Voucher (HCV) Program. The Quality Control Specialist will conduct internal audits of new contracts and annual re-certifications to assess the accuracy of tenant eligibility, rent calculations, and program compliance with Federal Regulations.
Essential Job Duties
Audits Section 8 Housing Choice Voucher (HCV) contracts for new program applicants to ensure all eligibility requirements are met and program policies and procedures are applied properly.
Conducts an annual evaluation of files related to the Section Eight Management Assessment Program (SEMAP) to confirm compliance with the requirements set forth by the U.S. Department of Housing and Urban Development (HUD).
Ensures the training of both new and existing staff to provide Housing Specialists with a thorough understanding of the HCV Program and to keep them updated on current regulations.
Monitors and completes monthly submissions to the Voucher Management System (VMS). Meets Public and Indian Housing Information Center (PIC) reporting requirements.
Prepares and submits reports of audit findings and recommends corrective action. Monitors the status of all identified QC analysis errors and inconsistencies.
Audits annual reexaminations of existing program participants to ensure all program allowances, tenant rent calculations, and allowed deductions are all applied in accordance with HUD regulations.
Interprets and implements HUD regulations and guidelines.
Performs other duties as assigned.
Qualifications
Bachelor’s Degree in public administration, urban planning, sociology, or a related field. A combination of 5 years of college level education and/or experience administering affordable housing programs is required.
Experience working with EmPHAsys or other housing software is highly desirable.
Must be detail orientated. Ability to multi-task and perform efficiently in a fast-paced work environment.
Ability to communicate effectively both orally and in writing. Required to be bilingual fluent in English and Spanish.
Work independently with minimum supervision.
